Management
Founded by Robert J. Casne as a privately held corporation, Casne Engineering, Inc.
has provided electrical engineering and consulting services to the Pacific Northwest
continuously since 1979.
In 1999, Casne Engineering established an Employee Stock Ownership Program (ESOP), beginning
a new era of employee ownership within the firm. Each year, employee stockholders work together to guide the
actions of our Management Team, keeping the company true to it's
corporate mission.
Listed below are members of our Management Team and Corporate Officers.
Joseph R. Skinner, P.E.
President
Chief Executive Officer
Joe Skinner serves as President and Chief Executive Officer.
Joe has 24 years of professional experience. He is a 1974 graduate of the
University of Cincinnati with a Bachelors degree in electrical engineering. He is a registered Professional
Engineer in Washington and Nebraska and a member of IEEE and ISA. Prior to joining Casne, Joe served
with Coffman/VFT Engineering, Inc. and Balzhiser, Hubbard & Associates.
His technical experience includes the design and application of programmable logic controllers,
variable frequency drives, fiber optics, computer system interconnection,
grounding design, and industrial process control systems involving pressure, temperature
and flow measurements. He also has extensive experience in the areas of low and medium voltage (15kV) power
distribution, UPS power systems, control system design, SCADA systems, construction assistance, and field
start-up.
Kenneth L. Albinger, P.E.
Municipal Department Manager
Corporate Officer
Ken Albinger serves as Corporate Officer and the Manager of the Municipal Department.
Ken is responsible for services to all Municipal clients in both offices of Casne Engineering, Inc.
His duties include business development, contract negotiation, staffing, resource allocation, scheduling,
project management, and quality assurance. Ken has 28 years of professional experience. He is a 1973
graduate of Northeastern University in Boston Massachusetts with a Bachelors degree in electrical engineering.
He is also a registered Professional Engineer in electrical engineering in Washington State and a member of
the Industry Application Society of the IEEE. Ken also served with Boston Edison Co., United Engineers,
CRS Serine, and Stone and Webster prior to joining Casne Engineering, Inc. in 1987.
His technical experience includes low and medium voltage power distribution; standby and prime
power generation, telemetry and SCADA control systems for water, wastewater, and solid waste projects.
Curtis E. Clute, P.E.
Industrial Project Manager
Corporate Officer
Curtis Clute serves Casne Engineering as Corporate Officer and Senior Project Manager for our Industrial Department.
His duties include business development, contract negotiation, staffing, resource allocation, scheduling,
project management, and quality assurance. Curtis also develops budgets, specifications, and drawings and
provides construction management services, develops accurate construction cost
estimates, and supervises electrical equipment installation for turnkey operation. Curtis has 15 years of
professional experience and 13 years of electrical construction experience. He is a 1992 graduate of Seattle
University, with a Bachelors degree in electrical engineering. He is also a registered Professional Engineer
in Washington, Texas, Missouri, Nebraska, and Kansas. Curtis is a member of the IEEE,
National Council of Examiners for Engineering & Surveying, and CECW. Before joining Casne Engineering,
Curtis served with Puget Sound Energy and I.B.E.W. Curtis has extensive experience designing and managing
projects involving substations, generators, motor control centers, panel
boards, PLC systems, and conduit and wiring systems.
Nicholas J. Wiley
Technology Services Manager
Corporate Officer
Nick Wiley serves as Corporate Officer and Manager of Casne Engineering’s
Technology Services Department. His duties include business development,
contract negotiation, staffing, resource allocation, scheduling, project management, and quality
assurance for projects involving information technology. Nick is also active in designing and deploying
technology for a wide range of applications including power generation, energy management, building
automation, water treatment, and factory automation. Nick has 9 years of professional experience in
factory automation and custom software development. He earned a Bachelors degree in electrical engineering
from the University of Washington. go huskies!
Prior to joining Casne Engineering, Nick served with Puget
Sound Energy and Controlled Power, Inc. Nick is a member of the IEEE, ISA, Industrial Computing Society,
Washington Software Association, Microsoft Developer Network, and the Greater Seattle Linux User’s Group.
Nick has extensive experience integrating multi-vendor systems using information technology.
His Web development experience includes a long list of client- and server-side technologies: DHTML,
CGI, XML, XSLT, CSS, ActiveX, RPC, Active Server Pages, JavaScript, Java Server Pages, Java Servlets,
Java Applets, and many database technologies. He is experienced in full lifecycle software development
using C++, Visual Basic, and Java under all flavors of Microsoft Windows and Unix. Nick is also active
in the deployment of the Linux operating system and many other open source software projects such as
Netfilter, Apache, Tomcat, PostgreSQL, mySQL, htDig, and SendMail. Nick’s networking experience includes
designing, installing, and configuring Ethernet LAN, WAN, VPN, wireless Ethernet, Dial-up, and fiber-optic
networks.
